摘要：

本文将政府之间的横向竞争和纵向竞争结合起来,考察了中央地区差别性财政政策的效率含义,并以转移支付为例,分别分析了存在和不存在资本流动情况下的最优转移支付政策的制定问题。结论表明,在一定条件下,实行地区差别性的政策是中央的最优政策选择。
