摘要：

危险设施选址难题在不同经济结构、社会背景和政治体制的国家中普遍存在。本文从"程序公正"和"结果公平"两个角度梳理了西方国家已有的一般性选址经验法则,认为我国应对选址冲突的当务之急是构建具有中国特色的公众参与程序、强化具有严格标准的安全监管体系和发展开放客观的风险沟通策略。
