摘要：

根据PPP模式中水利项目不同于其他基础设施建设项目的特点,分析PPP水利项目中存在的风险因素,从市场风险、政治风险、法律风险、财务风险、建造风险和经营风险6个方面构建风险评价指标,利用模糊层次分析法建立风险评价模型,对水利项目中占主导作用的风险因素进行分析,并给出相关的结论和建议。
