养老金制度改革的国际经验

摘要：

通过对世界各国应对人口老龄化趋势的养老保险制度改革的分析,发现各国所采取的改革措施主要有两种:制度创新和参数调整。通过制度创新,优化制度环境,增强养老保险基金的抗风险能力;通过参数调整,改变收支结构,缓解基金支出压力。这些国际经验对我国养老保险制度改革有重要借鉴价值。
