Emission reduction potential and costs for non-CO2 greenhouse gases in the EU-15

Emission reduction of Non-CO2 Greenhouse Gases (NCGGs) as methane, nitrous oxide and the halogenated gases HFCs, PFCs and SF6 can make a significant contribution to the realisation of the Kyoto-target for the European Union. This paper describes the reduction potential and costs of mitigation options for these gases and concludes that in the year 2010 about 40% of the required emission reduction for the EU-15 can be realised by these gases at relative low specific costs (< 50 ECU/tonne CO2-eq.). The database, which is constructed for the evaluation, is an important tool in identifying the most promising reduction options and strategies, both on a gas by gas, a source by source and a country by country basis.
