摘要
The Information and Communication Technologies (ICT) played a key role in determining and announcing the outcome of the last two U.S. presidential elections by providing an accurate and reliable data processing system. Two such technologies are Blackberry and Blogosphere. Blackberry is a pocket size device that allows users to send and receive email wirelessly. Blogosphere is a collection of web pages that resemble online personal journals. It is a hierarchy of text, images, media objects, and data, arranged chronologically, that can be viewed with a web browser. This technology constitute a new form of personal communication and can be used as an alternative to mass media communication when bloggers provide commentary and personal opinions on news or issues of general interest. Although in some way these technologies facilitated the elections, they did not provide good results. Their use brought about the emergence of conspiracy theories and complaints about the lack of integrity of the voting process.
