Can an integrated environmental management approach be effectively implemented in light of the many barriers to its success! Barry G. Rabe examines a case that suggests that it ran. The transfer of pollutants across the medium boundaries of air, land, and water is an increasingly evident by-product of the fragmented environmental regulatory systems employed in the United States and Canada, Recent developments in the Great Lakes Basin suggest that significant steps toward integration are being attempted through a variety of mechanisms. Examination of these developments indicates that regulatory integration may be more politically and administratively feasible than conventionally accepted.
