The end of executive dominance in state appropriations

摘要
With the assistance of the executive budget movement governors came to dominate the state appropriations process by the 1950s. In this article we maintain that parity between governors and legislatures has replaced that dominance. We discuss four factors that have promoted the end of gubernatorial dominance and examine the consequences of this new equality. Our data derive from a survey conducted in 1994 of chief legislative and executive budget officials in the states.
