Role of the ''reinventing government'' movement in federal management reform

Vice President Al Gore's National Performance Review (NPR) set out in 1993 to transform the basic culture of federal organizations to make them more performance based and customer oriented. The conceptual framework for this effort grew out of more than a decade of evolving management practices in the public and private sectors that have been collectively dubbed the ''reinventing government movement.'' This movement was led by practitioners and was based on their experiences, their observations of the private sector and a body of nontraditional literature, both in the United States and abroad. This article explains, from a practitioner's point of view, the origins of the reinventing government movement and its influence on NPR's efforts to change the culture of the federal government.
