Public support for pollution fee policies for motor vehicles with revenue recycling: survey results

摘要
This paper reports on a telephone survey conducted in Southern California to test whether vehicle owners would vote for a plan where they would be charged a fee based on the amount of their vehicle's pollution. In one variant of the plan, part of the revenues would be recycled through reductions in sales taxes, or in vehicle registration or license fees. Adding this recycling option raised support from 40 to as much as 54%. Political affiliation, expected efficacy of the program, age, ethnicity, and perceived health effects of pollution on household members also affected support. (C) 2001 Elsevier Science B.V.
