Ethical behavior is extraordinary behavior; It's the same as all other behavior - A case study in community planning

摘要
This article examines the performance of community leaders in creating a participatory planning process. Although ethically committed to grassroots participation, they encounter obstacles: social conditions that bias the possibilities for civic activity, ambiguities about how to define community membership, and ambivalences about whether and how to resolve the ambiguities. The case analysis shows how ethical predicaments in planning reflect the social and psychological influences that normally shape everyday behavior.
