摘要：

The International Ocean Institute (IOI) training program is one of the oldest and most successful training programs in marine affairs existing today in terms of applied exclusive economic zone (EEZ) management. The acquisition of vast areas of ocean space and resources by itself meant nothing if coastal states lacked the skills needed for rational management. The various phases of IOI's evolution, the problems and challenges encountered, and some prospects for the future are described.
