In the development and evolution of restructured electricity markets, two major facts are evident: there is an abundance of approaches to market design and implementation, and design changes based on performance and market reactions are occurring on a regular basis. Each independent system operator (ISO) has unique features, and these change constantly based on experience and customer response. Key to the entire process is the emergence of competitive regimes in the electricity markets.
