摘要：

Based on his experience as head of a small federal agency, the author found that performance measures made a very positive contribution to the organization, as long as the measures were credible and allowed to evolve over time in ways not initially foreseen. Measures were particularly valuable for tracking impacts on external customers and identifying internal issues with product quality. Published by Elsevier Science Ltd.
