摘要
This paper proposes a probabilistic approach for assessing the congestion risk associated with the transfers exceeding Available Transfer Capability (ATC). The possible control actions for each critical contingency can be evaluated as a result of an optimization procedure and translated in terms of costs for the System Operator. These actions can be stored as 'alternatives' in a table for a Multiple Criteria Decision Making (MCDM) study. The congestion management can be seen as a MCDM problem and System Operators are the Decision Makers (DMs). Test results on a realistic power grid are reported.
