摘要
The paper describes how community organizations representing the inhabitants of "slum" communities living along Mumbai's railway tracks and supportive Indian NGOs demonstrated effective and pro-poor solutions to the need to move people to increase the speed of Mumbai's overloaded commuter rail system. In so doing, it discusses the slow and often difficult negotiations they had in seeking such solutions with the three Goliaths - the state government, the railways board and the World Bank.
