摘要：

This essay reviews factors that have led to the emergence of non-traditional higher education in Europe over the last five years, and traces the new types of provider and their operating characteristics. It suggests that these developments present profound challenges for conventional institutions, for national governments and rectors' conferences, and for inter-governmental organizations.
