The measures to be taken for ensuring the scientific data protection and data documentation, and to improve access to the research data are discussed. Data publishing conflates publication with issues of intellectual property and therefore encourages the commodification of scientific data. It is pointed out that granting ownership rights to data and encouraging scientists to claim copyright to it, allows producers of data to control access. It is suggested that professionals are needed to select and acquire data and documentation in multiple formats and create and preserve new metadata essentials for long-term access to the data. Investments for the formation of new data archives of national prominence is also recommended.
