摘要：

Citizens may see a government which wins a grant in competition with other states as especially effective, and may therefore want it to increase spending. Similarly, a voter who sees that a neighboring jurisdiction got a grant which his jurisdiction did not may think poorly of the ability of local officials, and therefore reduce his demand for local spending.
