摘要
This paper draws on the five stages of development in comparative education postulated by Noah and Eckstein (1969) to determine at what points in the chronology the work of three mid-19th century commentators on education in Germany might be placed. The three British observers are William Howitt (1792-1879), Henry Mayhew (1812-1887) and Matthew Arnold (1822-1888). Their work is described against the background of British interest in educational developments in Germany and the lessons to be learnt from German experience.
