Current federal regulations and their underlying ethical principals acknowledge that persons who are economically or educationally disadvantaged are among the most vulnerable of human research participants. However, pertinent guidelines that would serve to help investigators and reviewers discharge their respective responsibilities toward these vulnerable individuals do not exist. This column provides an overview of the dilemma and suggests steps that might be taken to achieve meaningful protection.
