摘要：

The purpose of the term 'governance' is to describe the new intersectoral and multi-level forms of co-ordination to be observed on a local, a national and an international scale. Taking as its basis a re-examination of the development of certain public policies in Fiance since the beginning of the century, the article discusses two points in particular: first. are the situations encountered simply classic situations of negotiation and decision viewed in new terms'! And second, what are the advantages and limitations of an approach to governance centred on functional co-ordination?
