Interlayer Josephson coupling in the vortex state of heavy-ion irradiated Bi2Sr2CaCu2O8+delta is studied by Josephson plasma resonance. We show that the irradiation causes a drastic change of the interlayer coupling, We provide strong evidence that the well-coupled vortex-line-liquid is formed due to columnar defects.
