摘要：

Wang and Parkan, two mathematicians have proposed an effective preemptive goal programming method (PGPM) for aggregating OWA operator weights in group decision making. The two researchers also showed that by the weighted arithmetic or geometric method in group decision making, the OWA operator was unable to be aggregated. The two mathematicians also introduced two-stage optimization problem into the OWA operator weights. They proposed a goal programming type in the first stage and presented a method to solve the problem in the second stage of developing the new method.
