摘要
The movement of people, essentially for pleasure, is the salient aspect of tourism. This characteristic makes tourism a profound force for cultural and environmental change. Small islands, by their very nature, lie wholly within the coastal zone. Tourism-related issues associated with development are magnified because of size and isolation; unique environments, species and cultures are tightly interwoven. This paper examines the beginnings of tourism development on one such island-Pohnpei, a volcanic island in the tropical Pacific. Issues are discussed in the context of two extreme alternatives of development: 'alternative' or 'eco' tourism and mass tourism.
