This essay treats the need for and nature of an ethic of Third World and global "development." After describing recent philosophical, scientific, and practical interests in development ethics, it is argued that five considerations explain and justify these interests: (1) ethical dilemmas in development practice, (2) changes in development theory, (3) the concept of "development theory-practice," (4) the end of ethical neutrality in science and technology, and (5) the needs of philosophy. Finally, the article outlines a brief agenda for development ethics and concludes with the view that development ethics should be practiced as a multidisciplinary, crosscultural "moral dialogue.". © 1991.
