Michael Aho argues for a new and coherent trade policy to be established between the United States and the dynamic countries of the Asia-Pacific region; a policy made even more urgent by the emerging economic bloc centred on Japan. America and Japan, the two largest industrial democracies in the world, have it in their power to promote a multilateral trading system; they must stop their bickering and get on with it.
