摘要
The effects of policies on the organization of agriculture in Bulgaria are examined by means of production functions. Results show that the reforms of the 1970s and 1980s did not produce desired effects on production and productivity. This failure lies both in difficulties associated with implementation of new organizational regimes and in changes in technology. This conclusion rests on estimates of increasing returns to scale, declining rates of disembodied technological change growth and interperiod differences in input coefficients. These results suggest that the ultimate outcome of current reforms in the USSR and Eastern Europe depends on methods of and commitment to their implementation. © 1990.
