摘要：

Is it a contradiction for professors in a school of planning to believe in and espouse the efficacy of markets? Our argument is emphatically no. We are not against planning, but we are against inefficient and inequitable interventions. The planning versus no planning debate is meaningless; some degree of intervention is inevitable. The relevant problems are when to intervene and how to intervene. This paper aims to shed light on these issues. © 1993 Taylor & Francis Group, LLC.
