THE REVIVAL OF PITTSBURGH - A PARTNERSHIP BETWEEN BUSINESS AND GOVERNMENT

The restructuring of companies as a result of intensified global competition has forced industrial regions in many parts of the world to cope with the impacts of plant closures, dislocated workers and a reduced tax base. This article analyses the ways the Pittsburgh region has adjusted to the loss of its manufacturing base in the 1980s. The article shows the key role played by non-profit corporations, many of which were created in the 1980s. The analysis suggests that in regions where economic development needs are great, the delivery system for addressing these issues must be broad in scope. It will work best if it encourages partnership building, is entrekpreneurial in nature, and is flexible in the way it approches problem solving. © 1990.
