摘要
Since 1980, Guangzhou has launched a series of housing reform experiments in order to commodify the housing system to alleviate the shortage problem. It is found that market principles have gained importance and that the government has been constructing a superstructure conducive to market development. Reforms in the production system and the legal and urban planning frameworks largely coincided with the World Bank's recommendation for marketisation. Yet the mortgage finance market remained basically undeveloped. The public housing sector was still sizeable and the pace of commodification in Guangzhou's housing system will be determined by the national marketisation process.
