LIMITATIONS TO DEMOCRACY IN DEVELOPING CAPITALIST SOCIETIES - THE CASE OF VENEZUELA

摘要
Data from Venezuela are used to show how participation is limited in a developing capitalist democracy. Focus on the policy-making process shows how institutional arrangements have prevented the current system from reflecting changing organizational strengths in civil society. With quantitative techniques the article shows how and why most Venezuelans are excluded from government decision making and how minority interests, such as private capital, are widely represented. Lessons regarding popular participation in political life are drawn from this case for currently democratizing countries. It is also argued that the evidence is applicable to debates in classic democratic theory and in the corporatism literature.
