what is the state of administrative reform in Britain, Australia, and New Zealand? R.C Mascarenhas provides an overview of the approaches to public administrative reform taken in those parliamentary systems. Similar in some respects to each other and to the experiences of U.S. government during the Reagan-Bush years, the reforms also reflect differences in design and implementation. Mascarenhas points out some of the problems, including the tendency toward a ''picket fence mentality.''
