摘要：

We discuss the equity problem of the Member States' burden sharing in financing the European Community in a multicriteria framework. We use the Promethee method to calculate a 'fair' burden sharing percentage scale, based on a set of representative criteria. Several scenarios are simulated. We show how the GAIA graphical instrument, based on the Promethee method, is a useful negotiation support tool in the equity debate.
