Intermittent patterns in multiparticle production processes suggest the existence of a fractal component of the pomeron, due to cooperative phenomena in strongly interacting systems. Assuming factorization for this component we study its structure and its properties. The underlying multiparticle configurations in rapidity space correspond to a critical system which may be interpreted as the hadronic phase, near the critical temperature, in a quark-hadron phase transition process. The connection of this mechanism with existing theories for the pomeron and its relevance to high-energy experiments, are discussed. © 1990.
