摘要：

This paper consists of two parts. The first one considers the basic parameters of the 3 TeV fixed-target Accelerating and Storage Complex (UNK) and the status of its construction. The second part treats the possibility of constructing the 0.4 x 3 TeV collider as a B-factory on the basis of the first and second phases of the UNK. The COBEX experiment whose basic characteristics are described by Erhan et al. (this workshop), is considered to be of the first priority.
