摘要
Popular curbside. recycling programs are collecting unexpectedly large amounts of plastic, glass, newsprint, and other recyclables. Local governments, which finance many of the programs, are hard-pressed to find markets for these materials and to find money in their ever-tighter budgets to cover the collection and sorting costs. Many lawmakers are proposing recycled-content and packaging mandates to generate demand, for recyclables. But such proposals appear naive given Germany's problems with its innovative packaging law and the realities of the marketplace.
