If current trends persist, in about 20 years the developing countries will consume as much energy as the industrialized countries do now. Yet their standards of living will lag even farther behind than it does today. This failure of development is not the result of a simple lack of energy, as is widely supposed. Rather, the problem is that the energy is neither efficiently nor equitably consumed. By mixing efficient end-use technologies with modest increases in generating capacity, developing countries can affordably obtain the energy they need without ruining the environment.
