One of the problems of mental health care in the 1970s and 1980s is "dollars not following patients". One factor contributing to this alleged mismatch in funds is that many states have provided public mental hospital services to localities as a free good. In an effort to reduce the use of state mental hospitals, a number of states have recently introduced payment incentives. This paper presents a framework for considering the likely effects of these incentives. © 1990 Human Sciences Press.
