摘要：

The ambiguity of the wording of the paragraphs of Chapter 17 of the UNCED Agenda 21 that relate to marine mammals is constructive, occasioned by the controversy among member States of the International Whaling Commission concerning the construction of its moratorium on commercial whaling and the scope of its powers to regulate small cetaceans. These problems remain to be resolved.
