REGULATION OF IMMIGRATION IN 1993 - PIECES OF THE EUROPEAN COMMUNITY JIG-SAW PUZZLE

Migration and immigration issues illustrate better than most other subjects the challenge the European Community is facing, both in terms of doctrine and in practice. This article takes stock of past EC policy on migration, and covers some basic elements which are shaping a future common policy, carried out either through intergovernmental cooperation or community legislation or both. The regulation of immigration in 1993 is still at a crossroads with multiple possible outcomes. However, the most recent features and the vital impetus set up by the Inter-Governmental Conference on Political Union provides some new institutional capacity for the EC to act in a strengthened juridical and political framework.
