摘要：

The Energy Charter signed in The Hague on 17 December 1991, marks the beginning of a new era for cooperation between Western and Eastern Europe. It paves the way for the restructuring of the former centrally planned economics based on free market principles, and in particular for a steady development of the vast energy resources of the Community of Independent States (the former USSR).
