摘要：

We present an expansion in small velocities of the effective theory for heavy quarks at low energy, which can be used for the determination of the Isgur-Wise function xi near the normalization point. The knowledge of xi in this kinematical region is of primary importance for the extraction of the CKM matrix element \V(cb)\ from semileptonic data. This approach circumvents the theoretical problems related to the formulation of the effective theory for heavy quarks at non-zero velocity in euclidean space. It can be implemented without problems in lattice gauge theory.
