There is an increasing interest in the quantitative assessment of power system reliability worth and its application to cost/benefit evaluation in power system planning, operation and design. Key elements in the cost/worth approach are the evaluation of customer interruption costs and the ability to relate these costs to the adequacy indices normally used for planning and operating purposes. This link can be provided by a factor designated as the Interrupted Energy Assessment Rate (IEAR). IEAR have been developed for generating capacity and composite generation and transmission system adequacy assessment. This paper presents a method for evaluating distribution system IEAR values using a contingency enumeration approach. The results of the proposed method are compared with those from a Monte Carlo simulation approach. The concepts involved in creating different customer sector IEAR by using appropriate customer cost functions are illustrated using an educational test system.
