摘要：

规模收益(Returns to Scale)是组织绩效分析所关心的一个重要问题。它可以帮助决策者决策是应该扩大还是减少组织规模,从而提高组织运行的绩效。经济学中规模收益的定义需要借助生产函数的概念。目前国内外针对公共部门(包括科研机构)多投入多产出规模收益分析主要是采用DEA方法,通过生产可能集(PPS)前沿面来模拟生产函数,通过其基本性质来判断公共部门(包括科研机构)的规模收益情况。本文系统梳理了DEA框架下规模收益的五类研究成果,归纳总结其中的基本方法,并指出未来的研究方向。
