西方国家公共服务转向的最新进展与趋势——基于美国地方政府民营化发展的纵向考察

摘要：

近年来西方公共服务的提供发生了从民营化到逆向民营化的新转向。近30年来美国和西方国家公共服务民营化发展平缓,在经历了1990年代的高峰期之后,目前总体上呈下降趋势,以"倒合同外包"为主要形式的逆向民营化的兴起成为公共服务提供的新取向。超越市场与计划的二元对立,根据成本与公民满意度等综合因素,在公私部门之间选择多元化的服务提供方式,是西方国家公共服务发展的一种新范式。
