新一届美国总统的网络空间战略及对华政策研判

摘要：

2017年1月美国新一届政府将开始执政,中美关系将受到美国总统、政府与国会更迭的影响,会有一个相互磨合的"调适期"。美国新总统的对华政策框架不会发生根本性的重大改变,而将继承奥巴马政府对华政策与网络空间战略的基本框架,但在与中国打交道上的态度和策略可能会比奥马巴政府更强势、更强硬,更着力和积极向外推行美国的网络空间国际战略,围绕网络安全、网络经济、网络治理和网络自由四个方面展开"网络空间外交"。保持中美双方在网络安全议题上的良性互动与合作能够对双边关系的稳定和改善起到积极的作用。
