摘要：

三峡库区总体上为生态脆弱区,为了有效保护库区生态环境,划定特定区域,建设生态屏障区,实施统筹管理,十分必要。在总结国内外生态屏障建设与管理经验的基础上,针对三峡库区生态环境现状,探讨了三峡库区生态屏障区的划分原则,初步划分了库区生态屏障区的范围,分析了其功能定位,包括生态保护带和生态利用区,并提出了三峡库区生态屏障区的建设思路与措施。
