地方政府竞争、环境规制与区域生态效率

本文基于地方政府竞争的视角,以能够同时反映经济发展和生态环境状况的"生态效率"作为衡量指标,运用DEA方法测算了19972010年中国30个省(区市)的区域生态效率,并检验了环境规制对中国区域生态效率的影响。研究表明地方政府在环境规制的制定和实施行为中存在明显的相互"模仿"行为,同时环境规制对区域生态效率具有"制约"作用。2003年后地方政府的环境规制制定、实施和监督行为由相互"模仿"转向"独立"施行,环境规制行为对区域生态效率的作用也由"制约"转变为"促进",或者"制约"作用减弱。因此,中央政府有必要推行多元化的政绩考核体系,引导建立以公共服务为导向的地方政府行为准则,通过完善环境法制建设,从立法、执法和监督层面促进区域经济与生态环境的协调发展。
