摘要：

气候变化问题是当今世界面临的重大挑战,我国将启动建设全国性碳交易市场.企业作为碳减排和碳交易的市场主体,其参与意愿和程度对碳交易机制的成功以及碳减排目标的实现至关重要.欧盟作为运行了12年的全球最大碳交易市场,已经积累了大量经验教训.本文在概述欧盟碳交易制度的基础上,首次系统梳理了欧盟碳排放交易制度对企业碳减排、竞争力以及创新影响的相关文献,为更好地建设全国性碳交易市场提出了相关的政策建议,以期为我国碳交易制度的高效运行、促进控排企业的积极参与提供经验借鉴及应对策略.
